If you cutting cable, chances are you're no longer going to receive video on demand but I think with the amount of entertainment that is available as I mentioned on "Thinking about cutting the cord? Is cutting the cord right for me?" there is plenty of free movie and TV shows services that you probably don't need to really create your own video on-demand library however if you choose to create your own video on-demand library you can do it and it won't cost you a single penny.
You need to install Plex Media Server, it is available for Windows computers and also available for Mac computers. (How it works, see https://www.plex.tv/your-media)
First you need to sign up with an account on Plex, then download and install the software, then you’ll need to add content. On your TV or streaming device if you don’t see Plex, then you’ll need to also download it and install the app, login and once you’re signed in if you have added any content you’re gonna be able to watch your content.
You can also access your V.O.D. by going to https://plex.tv > signin
